Does this mean we'll be able to talk PC to Xbox? That would be cool.

I just hope the voice chat quality is better (like not getting randomly kicked from the party when someone joins).

This would be pretty cool if it is true. In fact, this was my hope when I first found out that Microsoft purchased Skype two years ago.
