Jagex actually offered "Free Life time Membership" to anyone who reveals the secret of the program used to duplicate Party Hats, back in 2003.

After some retard spilled the beans, Jagex banned EVERY Player that was involved with this fiasco.

UPDATE: Actually the first person who told Jagex about the program, and how the glitch worked, was rewarded.
